Home Remedy for skin outsite rectum

I have loath of skin outside my rectum.It does not bleed,There is no pain in it jut a piece of skin.What is this ?Is this piles or fissures ?

Bulging blood vessels, either inside or outside the rectum is referred to as hemorrhoids or piles. A fissure is a tear in the anal skin, resulting in pain during defaecation.
