There is no sure way to develop fair skin as it depends on the amount of melanin produced by our skin. This is something that depends on two things: genes and our exposure to sunlight. The former cannot be changed or even tampered with; the later can be prevented, by avoiding over exposure of your skin to the sun and wearing a good sunscreen with a high sun protection factor.
There are also a couple of remedies that you can try. The first one involves the use pf a protein mask. To prepare the protein mask you need to take one spoon of horse bean and about five almonds and mix them into a paste.
Apply the mix to your face and then wash the pack off after about half an hour. Another pack that you can try involves the use of about four almond mixed in milk for the duration of one night. Apply the same to your face and then go to bed. On the morning wash it off with cold water and repeat the procedure for about 16 days for effective results.
Since you mentioned that you want fair skin without the oily factor. Here's a special pack that you can try. Take in measure proper amounts of lemon and cucumber and mix them together, then apply it your face, leave it on for about 15 minutes and then wash the mixture off.
