Lip dermatitis is usually a form of contact dermatitis and occurs as a result of licking one's lips too much. If your lips feel constantly inflamed, it is very likely that something is causing this allergy. You must try and identify what you are allergic to and ensure that you are no longer exposed to it. On the other hand, the lips are very susceptible to our environment. The lips are the first to dry up in a cold spell and they are sensitive to the harmful rays of the sun because they are not protected by melanin as the skin is. If your condition is as severe as you describe, it is important that you see your doctor to rule out the chances of any greater complications.

To ensure that your lips do not become very dry, you should apply petroleum jelly on your lips. You can also use Vitamin E oil, any kind of lip balm, and aloe vera juice on your lips to ensure that they remain soft and hydrated. If you are likely to be out in the sun a lot, you should use lip balm that has a sunscreen. You can also use a lipstick to moisturize and protect your lips. Drink plenty of water to keep your lips moisturized and use a humidifier inside your home to eliminate any chances of your lips drying too much. You should also avoid being in any extreme weather condition such as too much moisture reducing, dry heat and very cold weather conditions.
