It is possible that your son has developed Jock Itch which is a fungal skin infection in the private parts of the body. To understand more about this condition, please read our article on "Jock Itch - A Groin Problem".

However, if you have had him checked from a doctor who says it is dry skin, then please ask your son to keep his private areas clean. Wash them often and dab dry. Do not rub. Apply aloevera gel to take care of the itching. Aloevera is very soothing.

Tea tree oil is also beneficial. Dab it on the affected area with cotton swab. Apply overnight to affected areas and wash off in the morning. Please note that tea tree oil can cause burning on some skins so before you try using it just dab on the inside of your elbow and make sure there is no reaction. You can mix tea tree oil with pure almond oil to dilute the strength and then use it.
