Yes it probably does.

To overcome both you can practice pranayama, hatha yoga, relaxation and meditation.

Celery juice will also bring down the blood pressure very effectively.

When you are anxious, mind keeps thinking, this requires blood flow to brain, and while thinking you cant sleep. Thus you are awake longer time, and the relaxation, rejuvination of freshness of neurons which should occur durng sleep , does not occur.

Brain weighs just less than 3% body weight, but takes 30% cardiac output of blood.

So when you are anxious, blood demand is increased, which is why blood pressure increases. An amazing remedy for this condition is Pranayama and meditataion which cool down mind, reduce blood demand from brain and thereby blood pressure also decreases.

There are certain breathing techniques devised by Tantric masters of Tibet which are even more powerful, but cant be mentioned here. They have to be learnt in person.
