Other than trauma, one of the more common causes of ankle swelling in both ankles is fluid retention.  You can read more about the use of diuretics (compounds which reduce the amount of water in the body) on this website.  Fluid tends to collect in the lower parts of the body due to gravity --therefore, ankles tend to be more affected than wrists.

Fluid may collect due to many causes --a diet low in protein, improper mineral and electolyte balances, insufficient movement or water intake, congestive heart disease, kidney imbalances etc.  If this is a chronic problem, then I would suggest seeking the advice of a health care practitioner who could identify the causes of the swelling.
