Unfortunately, if you have a chronic cough (and such a cough is almost certainly the result of your smoking), the only way to get rid of it is to stop smoking. It is certainly difficult to quit smoking, but it is not impossible. Every year thousands of people across the world quit smoking, some of them after having been in the habit of smoking a pack of cigarettes or more a day.
The first attempt may not always be successful, but it is important not to give up. It has been found that most smokers are able to quit not before their seventh attempt. Even if your first attempt last for only a week, at least you have the knowledge that you were able to hold out for that long.
On your next attempt, you will simply need to be a little more determined not to give in even after several weeks, and hopefully not even after several months or years.
You need to understand that nicotine is an addictive substance, and once you are addicted to something, the only way to break your addiction is to stay off that substance completely, for the rest of your life. It is not possible to reduce consumption permanently, and even if you have been completely "clean" for several years, this does not mean that you can then pick up the habit again but do it with moderation.
However, that said, abrupt quitting of smoking is not for everyone. The majority of people who successfully quit smoking do so "cold turkey" - going directly from a regular habit to zero smokes a day. Some people however need to quit gradually, as abrupt cessation typically causes withdrawal symptoms, including depression and severe coughing. The coughing is due to the fact that the lungs are finally free of the onslaught of smoke, and therefore begin to expel the tar and smoke particles that have accumulated inside them. The coughing is actually a sign that the body is healing itself.
If you are serious and sincere about quitting smoking and getting rid of your cough, it is probably a good idea to get help either from a doctor or from a group such as Nicotine Anonymous. At the very least, you should look up online resources for people trying to quit. This is because quitting involves a lot more than simply not lighting up - since tobacco is such a major part of your life, some major lifestyle changes are needed when you try to quit. In addition, the moral support of people like yourself always helps.
