There are many factors that can cause hair loss, but the most common one is simply your genes. This is also the one factor that you can do nothing about, and you just have to accept that you are balding. Age (and gender) related balding usually affects the top and front of the head first. Balding usually affects men after the age of around 35, but premature balding is not uncommon, and it is often simply a hereditary problem that cannot be solved. If most of the men in your family have started balding early, you should probably just accept it right away and move on. On the other hand, if you are a woman, hair loss at the age of 21 probably indicates that there is some other problem.
