Does this skin patch have any particular color? Is it responding to moisturizers? This rough skin patch can be a skin condition called actinic keratosis which can be caused due to strong ultraviolet rays mainly from the sun.
It is generally harmless and do not cause other major symptoms. But if ignored and left untreated can lead to squamous cell carcinoma, which is a type of skin cancer. Actinic keratosis patches are usually 1 inch or less in diameter and can range from red, pink, white, grey or peach in color. It would be wise to consult a specialist (dermatologist) to know the exact diagnosis. Since it is not responding since 2 years treatment would be essential to avoid any complication related to it in future. Treatment options would include freezing the surface of the rough skin, destroying the lesion with laser system, just scraping it off or application of tropical medications.
